Rockland helps land development projects move from concept through entitlement and into construction with clear, coordinated civil engineering documents. Our work is designed to reduce development risk, limit review cycles, and keep projects moving toward approval.

We support the full entitlement process, including rezoning, annexation, subdivision, planned unit development (PUD) creation, metro district creation, site development plans, development agreements, and permit applications. We also help identify and address the site-specific issues that can affect a project’s viability, including ditch restrictions, water rights, utility capacity, access, drainage constraints, and jurisdictional requirements.

Our civil engineering services include grading, drainage and stormwater management, water and sanitary sewer design, roadway and access design, site utilities, and coordinated construction drawings. We prepare master and final drainage reports, along with master and final utility reports, to support approvals and create a clear path to construction.

Coordination is central to how we work. We stay closely engaged with municipalities, utility providers, architects, surveyors, attorneys, and the broader consultant team to identify conflicts early and resolve issues before they become additional review comments, redesign, or schedule delays. There are always challenges in land development; our role is to surface them early, work through them directly, and minimize surprises for the project team.
